Learned counsel for the applicants submit that respondents no. 1 and 3 were served through paper publication in the first appeal. While notices in civil application no. 8024 of 2016 seeking condonation of delay were issued to them on the given addresses, those have been returned with endorsement that they are not residing on the given address and further that despite efforts their whereabouts could not be known.
