The learned counsel for petitioner submits that the petitioner has applied for start of MSW Course, however, the permission has not been granted.

The learned counsel further submits that the respondents are placing reliance on Circular of the year 2004. The said Circular was considered by Nagpur Bench in Writ Petition No. 2444 of 2017 under its order dated 07-11-2017 and directed to consider the proposal for MSW Course as per the Jadhav Committee report and the perspective plan. The said order is confirmed by the Apex Court. According to the learned counsel, the ban cannot apply.

The learned Government Pleader submit that no decision appears to have been taken on the proposal of the petitioner for MSW Course. 4.

We are considering the present petitions to the extent of MSW course.

The final decision does not appear to have been taken on the proposal of the petitioner.

The respondents shall take final decision on the proposal of the petitioners for start of MSW course in tune with the orders of the Nagpur Bench in Writ Petition Nos. 2444 of 2017 and 4422 of 2017 dated 07-11-2017 and in Writ Petition No. 2440 of 2018 dated 20-07-2018. The said orders are confirmed by the Hon'ble Apex Court. The said decision be taken preferably within a period of two months. 7.
