The order impugned is an order framing charge under Section 7(7) of the Maharashtra Local Authority Member Disqualification Rules, 1987.

The learned Counsel for the petitioner would submit that the petition seeking disqualification is not maintainable since necessary parties are not arrayed. Certain other contentions are raised which touch merits of the controversy. Every contention is left expressly open for the Collector to decide at an appropriate stage. The Collector shall
