Considering the grievance of the petitioners, we are informed that the State Government, through the Urban Development Department, has issued a GR dated 27.06.2017 in the light of the order of this Court dated 15.10.2016 passed at the Principal Seat in Writ Petition No.7038 of 2013 (Ratnagiri Zilla Nyayalayin Karmachari (varga 3) Sanghatna, Ratnagiri, Through President and
( 2 ) Ors. V/s. State of Maharashtra and Ors.). Considering the order passed, a committee was formed comprising of the Divisional Commissioner as Chairman, Regional Deputy Director Municipal Administration and the concerned Commissioner of the particular Corporation or Municipal Council or Nagar Parishad as it's members. This committee is to look into the disputes of the employees. It is undisputed that a grievance with regard to the seniority list can be considered by such a committee.

The petitioners vehemently submit that they had raised objections to the provisional seniority list that was published vide notice dated 25.08.2020. However, the final list has still not been published. The learned advocate for the Municipal Corporation is instructed to state that the last notice calling for objections is dated 23.06.2022. The objections that were received were considered and a final list was published on 28.12.2022 for the periods 01.01.2020 to 31.12.2020 and 01.01.2021 to 31.12.2021. The final seniority list is pasted on the notice board, delivered to all department heads and uploaded on the www.nwcmc.gov.in. The system manager was directed to publish the said final seniority list on the website. 3.
The learned advocate for the petitioners submits that the System Manager himself is a petitioner and he has no knowledge about such a final seniority list.

Be that as it may, since a solemn statement has been made by the Corporation before us by indicating the three documents dated 25.08.2020, 23.06.2022 and 28.08.2022, which are taken on record and collectively marked 'X' for identification, we grant liberty to the petitioners to put-forth their grievances before the committee that has been established. If such grievances are voiced independently, the committee may consider the same and decide the said objections within a period of 60 days.

The learned advocate for the petitioners submits that their objections to the provisional seniority list and objections as regards they being shown as juniors, are still pending with the Corporation. We leave it to the petitioners to either place the copies of the said grievance before the competent committee or file a comprehensive representation in view of the GR referred to above. Needless to state, the committee would consider these grievances / objections and go through all the grounds raised which invite a decision from the committee. Let a reasoned order be passed on each of the grounds raised and this exercise be concluded within a period of 60 days from the date of receiving such orders.

All the petitions are disposed off.
