Petitioners contend that the appeals presented by them with the Hon'ble Minister are pending consideration. Petitioners have prayed for extension of time for excavation of sand out of the sand block. 2.

Considering the scheme, such a relief in respect of grant of extension for excavation or allotment of rights in respect of excavation, without

wp1497.15.doc observing the tender process, is not permissible. It would be open for the petitioners to pray for alternate relief. Both the petitions can be conveniently disposed of by directing the State Government to dispose of appeals expeditiously and preferably within a period of eight weeks from today and, it is accordingly directed.
