It appears that Respondent No.19 has been changing his address frequently. The present address is mentioned on page 4 of the Civil Application.

The Applicant/ Petitioner shall correct the address of Respondent No.19 in the writ petition within TWO WEEKS from today. After correction is carried out, issue notice to Respondent No.19 returnable on 22.09.2017. The Civil Application is allowed to the extent of issuance of a fresh notice.
