The learned counsel for the petitioners submits that the validation proceedings are pending with respondent No. 1 - Committee since the year 2017. The vigilance is also not yet completed. The petitioner No. 1 has completed his B.Tech. (Electrical Course) and petitioner No. 2 has completed her M.Sc. The mark sheets, degree certificate and transfer certificate are not issued to the petitioners only on the ground that validity certificate is not submitted. 2.

The learned Assistant Government Pleader waives notice for respondent No. 1.

The petitioners shall appear before respondent No. 1 - Committee on 16th March, 2021. The Committee shall thereafter

2 941-WP-3977-2021 endeavour to decide the said proceedings expeditiously and preferably within a period of four months. The petitioners shall co-operate in expeditious disposal of the proceedings.

Respondent Nos. 2 and 3 shall not withhold mark sheet of the petitioners only on the ground that validation proceedings are pending. 5.

The respondents may not issue the degree certificate and other documents till the petitioners produce validity certificate. 6.

The respondents may take further course of action depending upon the judgment that would be delivered by the Committee in the validation proceedings.

The writ petition is disposed of. No costs.
