Mr. Talekar, the learned counsel for petitioners in both these writ petitions submits that, the appeals have been filed

2 wp 1670.15 U/Sec. 18 of the National Council for Teachers Education Act, 1993 before the National Council for Teachers Education Western Regional Committee (WOPA) and the said appeals are pending and are not yet decided.

Mr. Bora, the learned counsel for the respondent No. 5 submits that, appeals are filed before the authority who has passed the order. In fact, appeals ought to have been filed before the National Council for Teachers Education, New Delhi, which is an appellate authority.

Considering the above, we pass the following order. 4.

The petitioners may file appeals before the National Council for Teachers Education, New Delhi that is the Appellate Authority against the order dated 03.12.2013 within a period of fifteen (15) days from today. The time spent in prosecuting the appeals before the National Council for Teachers Education Western Regional Committee (WOPA) shall be considered while considering the appeals. The appellate authority on receipt of the appeals shall decide the said appeals expeditiously on its own merits after hearing the petitioners and considering the rules.
