Mr. Awate, the learned counsel for the petitioner submits that, during the pendency of present writ petition, real brother of the petitioner is issued with the validity certificate of 'Pardeshi Bhamta' (Vimukta Jati) on 27.04.2011.

The circumstance under which the validity has been issued by the Committee to the real brother of the petitioner will have to be gone into by the Committee.

Considering the above, we pass the following order.

The impugned judgment and order is quashed and set aside. The matter is remitted back to the committee for deciding the same afresh, after considering additional documents that would be produced by the petitioner. The petitioner is entitled to produce additional documents. The petitioner shall appear before the Committee on 07th November, 2017. The Committee shall thereafter decide the proceedings on its own merits, in accordance with law, expeditiously and preferably within a period of six (06) months from the date of appearance of the petitioner. The writ petition is disposed of with aforesaid observations and directions. Rule discharged. No costs.
