The petitioner is presently in contractual service with respondent Nos.2 and 3. His regularization in service is withheld, since his claim of belonging to 'Mannervarlu' Scheduled Tribe category is pending validation since January 2018. He is surviving on his consolidated payment of Rs.6,000/- p.m.

The learned AGP submits on specific instructions from the Committee that, the vigilance enquiry report is pending. However, the entire proceedings would be concluded within six months.

In view of the above, this petition is disposed off with the following directions :- (a) Respondent No.4 - Committee shall ensure that the claim of the petitioner is decided, on or before 21/10/2022. (b) The Committee shall not seek an extension of time. (c) The petitioner shall extend wholehearted cooperation and refrain from seeking adjournments on an unreasonable or trivial ground.
(d) If the petitioner seeks an adjournment on an unreasonable ground, the Committee would be at liberty to proceed to the next stage in the matter.
(e) If the petitioner's claim is validated by the Committee, respondent Nos.2 and 3 would consider the regularization of the petitioner with retrospective effect from the date he would have been eligible for such consideration, in the event of there being no legal impediment. He would, therefore, be entitled for all the benefits, incidental and consequential thereto. (S. G. DIGE, J.) (RAVINDRA V. GHUGE, J.) sjk
