It is informed that petitioner has tendered an appeal to the Commissioner and the same is pending for consideration. In the meanwhile, the State Government has issued tender for allotment of sand block. Petitioner is praying for stay to the auction proceedings. 2.

In the facts and circumstances of the case, we do not deem it appropriate to stay the proceeding. Petitioner parys that direction be issued to the Commissioner to decide the appeal presented by him expeditiously. Since the Commissioner has already heard arguments in the matter, it is directed to pronounce decision in the matter as expeditiously as possible,
