By the impugned order dated 11.11.2022, the Education Officer (Secondary) pointed out ten deficiencies in the proposal sent by the management seeking approval to the appointment of the petitioner as a Junior Clerk. However, after recording ten deficiencies in the proposal, the Education Officer, instead of calling upon the management to remove the deficiencies and complete the proposal in all respects, has rejected the proposal. 2.

In view of the above, this petition is partly allowed. The impugned order dated 11.11.2022 is quashed and set aside to the extent of the rejection of the proposal. The deficiencies identified by the Education Officer in the said

( 2 ) 53 wp 1970.23 communication to the management, need to be removed by the latter. The learned advocate for the management submits that the defects in the proposal have been removed and the proposal has been resubmitted on 24.12.2022 to the Education Officer.

In view of the above, this petition is disposed off. We expect respondent no.2 to consider the proposal after removal of deficiencies, on its own merits and strictly in accordance with the rules and the policies applicable.
