Mr. Dhorde the learned counsel for the petitioner submits that the post of Sarpanch of Grampanchayat Satkund was reserved for General candidate when the draws were made on 08.12.2020. Now, they have been changed to General women. The same is illegal. According to the learned counsel, the cancellation of earlier draw is arbitrary. The rotation policy is not followed. 2.

It would appear that the post of Sarpanch of Grampanchayat Satkund was reserved for General category in 1995 and also in 2000. Thereafter, it was reserved for ST (women) in the year 2005, in the year 2010 for OBC, in the year 2015 for OBC

103-WP-2518-2021.odt (Women) and now, it is reserved for General (women). Since 1995 for the first time, the post of Sarpanch of Grampanchayat Satkund is reserved for General (women). Prior to it, it was never reserved for General (women) though the said was twice reserved for General. The petitioner also has not given any plausible explanation for not challenging the cancellation of reservation of draws made on 08.12.2020.
