Mr. Patil learned advocate for the petitioner submits that the petitioner is elected as a Member of Grampanchayat Shilvani from SC (women) category. Since 1995, the post of Sarpanch of Grampanchayat Shilvani is never reserved for SC or SC (women) category. As per rotation policy, the same ought to have been reserved for SC (women) category.

The petitioner has not placed on record the population. For the year 2015 - 2020, the post of Sarpanch of Grampanchayat Shilvani was reserved for OBC (women) and now this year it has been reserved for General category. The petitioner belongs to SC (women)
