1. According to the petitioner, he was functioning as Head Master and was posted at Ashram Shala, Hiwari, District Yeotmal by an order dated 21.05.2004. The petitioner claims his entitlement for second time bound promotion. The petitioner has already retired on attaining age of superannuation.

In view of delay and laches in approaching this Court, in exercise of extraordinary jurisdiction conferred under Article 226 of the Constitution of India, no interference is called for.
