The contention of the learned counsel appearing for the petitioner is that, though the proposal of the petitioner dated 4th December, 2012 is complete in all respect, nevertheless, the said proposal is kept pending and proposals, which have been filed subsequent to filing of the proposal of the petitioner, are favourably considered. 3.

We direct Respondent No.1 to consider the proposal dated 4th December, 2012 submitted by the petitioner, if already not decided, in accordance with Government policy and law on its own merits, as expeditiously as possible, however, in any case on or before 15th May, 2015.
