Though the petitioner claims to be espousing a public cause and desires to have an underpass constructed on a national highway, there is not an iota of material, even the pleadings, to demonstrate what research was undertaken before making a representation. Without there being any tangible material to substantiate the petitioner's claim, we dispose of the PIL petition with liberty to the petitioner to undertake the exercise, gather the information and to file another PIL.
