PER COURT :- The petitioner is objecting to the order passed on 20.1.1997 directing withholding of two annual increments permanently. Though the order was issued in 1997 and petitioner has suffered punishment, he did not take steps. Rule 14 of the Maharashtra Ziilla Parishads District Services (Discipline & Appeal) Rules, 1964 provides for remedy of an appeal to the higher authority. The petitioner has not tendered statutory appeal . The delay occurred in approaching this Court has also not been convincingly explained by the petitioner.

In this view of the matter, no interference need be caused. Petition is devoid of substance and hence stands dismissed. However, it is clarified that it would be open for the petitioner to avail of remedies available in law.
