This petition can be disposed of by directing the respondent No.2 Committee to take decision on the caste validation proposal of the petitioner pending with the Committee since 2007, as expeditiously as possible, preferably within a period of eight weeks from today and it is accordingly directed.

In the meanwhile, the respondent Nos.1 and 3 shall not take any coercive action against the petitioner only on the ground of his failure to submit caste validation certificate and that it would be open for the respondents to take appropriate steps depending upon the outcome of the validation claim pending with the Scrutiny Committee. With the directions as above, Writ Petition stands disposed of.
