The petitioner who claims to be the senior most in the teachers' cadre is taking exception to the order of the Education Officer whereby in spite of, he having granted approval to his appointment earlier, as acting or in-charge headmaster, subsequently, he has been granted a similar approval to respondent No. 5. 2.

The learned advocate for the petitioner submits that there is a dispute in the management. However, on a query, he is unable to place on record anything to demonstrate that the petitioner has been granted a permanent appointment as a headmaster. Since, admittedly, respondent No. 4 is a minority institute and the Education 1 of

57 wp 2087 2025 Officer, has in the circumstances granted approval to respondent No. 5 only as acting or in-charge headmaster for processing salary bills, in our considered view, this is not a matter to be undertaken scrutiny of, much less for issuance of any writ of mandamus under Article 226.
