The post of Sarpanch for Grampanchayat Wasari is reserved for General (women) category. The petitioner is elected as a member of Grampanchayat from O.B.C. (women) category. The learned counsel for the petitioner submits that, earlier when the drawn were made before the cancellation, the said post was reserved for O.B.C. (women) category. That has been abruptly changed.

The petitioner has not placed on record the relevant data about the reservations made in the preceding elections from 1995 onwards. In absence of the entire data, it will not be possible to arrive at a definite conclusion.
