The learned counsel for the petitioner submits that, though the appellate authority has allowed the appeal filed by the petitioner, the Sub Divisional Officer is not issuing the caste certificate. Initially the Collector also imposed fine and penalty of Rs. 500/- on the concerned Sub Divisional Officer for not deciding application of the petitioner.

The learned Assistant Government Pleader for respondents/State submits that, the petitioner is required to file online application.

We cannot fathom such argument. The appeal of the petitioner is allowed. The Scrutiny Committee has directed the Sub Divisional Officer to issue the caste certificates to the

2 wp 3171.21 petitioners. The S. D. O. is now supposed to only do the ministerial act.

In the light of that, the respondent No. 3 shall issue caste certificates to the petitioners as directed by the Scrutiny Committee within a period of two (02) weeks from today. 5.
