The learned counsel for the petitioner submits that the post of Sarpanch of Grampanchayat Laghul is reserved for General (women) category. Since 1995, at no point of time, the said post is reserved for S.C. (women). The same is repeated. In fact, considering the population of the S.C. in the Grampanchayat Laghul, this time the post of Sarpanch ought to have been reserved for S.C. (women) category.

It appears that there are 73 Grampanchayats in Tq. Biloli and 16 posts are meant for S.C. category. The post of Sarpanch was reserved for S.C. of Grampanchayat Laghul in the year 2005-2010, the same was excluded while following the rotation policy for the next year.

The petitioner is not in a position to place on record the data of population of S.C. in other Grampanchayats so as to consider the case of the petitioner.
