The petitioner is challenging the reservation of the post of Sarpanch of Grampanchayat Kesapur. The said post is reserved for General category. The petitioner is elected from SC category. According to the petitioner, the said post ought to have been reserved for SC category.

The post of Sarpanch of Grampanchayat Kesapur for 1995-2000 was reserved for SC. The details about the percentage of SC category population in other Grampanchayats where the post of Sarpanch is reserved for SC category is not placed on record.
