This Court by order dated 9th May, 2014 in Writ Petition No. 5747/2013 directed the appellate authority to decide the pending appeal expeditiously. It appears from the letter addressed by the Desk Officer, Social Justice and Special Assistance Department, Mantralaya, Mumbai to the Commissioner, Social Welfare, State of Maharashtra, Pune that, the file of said appeal itself is not traceable. 3.

In that view of the matter, Respondent No.1 is directed to reconstruct the file of appeal and also decide the representation of the petitioner dated 13th July, 2015, as
