Mr. Thigale, learned counsel for the petitioners submits that the recommendation has been made by the Director, Municipal Administration to the respondent nos. 1 and 2 with regard to implementation of appropriate quota for promotion of Chief Officer Class III, Municipal Council. Thereafter the representations have been filed by the petitioners repeatedly, but no decision is taken upon it.
