The learned counsel for the petitioner submits that the hearing was already concluded before the committee and his validation proceeding is pending. The show cause notice is issued to the petitioner by the Education Officer (Primary), to submit the validity or else the petitioner's services would be terminated.

As the proceedings before the committee are at the final stage, we pass the following order.

The impugned show cause notice is quashed and set aside. The respondent No. 2 - committee shall decide the validation proceeding expeditiously and preferably within 3 months . The petitioner shall appear before the Committee on 7 th March, 2018. The Respondent Nos. 3 and 4 may take further course of action depending upon the judgment that will be delivered by the committee in the validation proceeding.
