We have considered the submissions extensively on 01-04-2022 and today.

Apparently, the petitioner is yet to approach respondent No. 2 Mahatma Phule Krishi Vidyapeeth, Rahuri to which respondent Nos. 3 and 4 are affiliated to, under Statute 138 of the Maharashtra Agricultural University (Krishi Vidyapeeths) Statutes 1990 for raising the grievance about the College not paying him the pay-scale as is commensurate to the post that he occupies.

Since this is a private dispute between the petitioner and the College, which is affiliated to the University and as the role of the University has yet not come into play since the petitioner has not approached the University, we deem it appropriate to permit the petitioner to make a comprehensive representation to the University through it's Vice-Chancellor under the Statute 138 or under any other Statute or Ordinance or provision of law as may be attracted in his case.

In view of the above, this petition is disposed off with liberty as is stated in the foregoing paragraphs.

Needless to state, if the petitioner tenders such comprehensive representation on or before 21st April, 2022, the Vice-Chancellor of the University or any such Competent Authority, who would be authorised to take a decision, for and on behalf of the University, shall conduct a proper enquiry into the matter, shall hear the respective parties and pass a reasoned order on or before 30th July, 2022.
