Mr. Joshi, the learned Counsel for the petitioner submits that the petitioner is entitled to be placed in the graduate pay scale since the date of her initial appointment as the petitioner possesses requisite qualification of B.Lib. and the strength of the students was in excess of 1000. The post of full time Librarian was admissible. The Management is not forwarding the proposal. On 3rd December, 2018, the Education Officer (Secondary), Zilla Parishad, Jalgaon has communicated to the Head Master to forward the proposal along with the staff approval and the strength of the students.

None appears for respondent No. 4 though served. 3.

As respondent No. 3 during the pendency of the Writ Petition has under letter dated 03.12.2018 as produced by the petitioner has communicated to the Head Master (Respondent No.4) to forward the proposal in triplicate with regard to the petitioner, we pass the following order :- (i) Respondent No. 4 shall forward the proposal as sought by the Education Officer (Secondary), Zilla Parishad, Jalgaon under letter dated 03.12.2018 issued to respondent No. 4 with regard to entitlement of the petitioner as full time Librarian in the graduate pay scales in triplicate with the Education Officer along with the sanction staff approval and strength of the students every year along with his noting within a period of two months from today. The petitioner shall communicate this order to respondent No. 4. On receipt of the said proposal, the Education Officer shall take decision upon it on its own merits in accordance with law and Policy expeditiously and preferably within a period of four months thereafter. (ii) The Writ Petition is disposed of. No costs.
