The learned counsel for the petitioner submits that, the petitioner has filed an appeal before the respondent No. 3 in January 2019. Same is pending. The vehicle of the petitioner is on stand still.

In case appeal filed by the petitioner is pending before the respondent No. 3 (Page 31), then the respondent No. 3 shall decide the same on its own merits, in accordance with law, expeditiously and preferably within a period of four (04) months from today.
