2] Perused the affidavit in reply filed on behalf of respondent No.2 Education Officer, Zilla Parishad, Aurangabad. It is stated in the said affidavit in reply that the management was directed to submit a proposal so that the Education Officer (Secondary), Zilla Parishad, Aurangabad would consider granting approval to the appointment of the petitioner w.e.f. 17.6.1986. However, no such proposal from the management was received. It is further stated in the affidavit that in case the management submits proposal seeking post facto sanction to the appointment of the petitioner, the respondentZilla Parishad will consider it on its own merit. 3] Counsel for the respondent Nos. 3 and 4 submits that already proposal was submitted. However, he submits that once again he will resubmit a fresh proposal within 3 weeks from today. Upon submitting such proposal within 3 weeks from today, the respondent No.2 Education Officer (Secondary) Zilla Parishad, Aurangabad to consider the same and take final
