The petitioner seeks directions against the respondents to accept the scholarship form of the petitioner on the basis of the caste certificate.

The learned counsel for the petitioner submits that the validation proceeding is pending.

The petitioner would be required to submit the validity certificate. The validity certificate does not appear to have been issued by the committee. The validation proceeding is pending. It would not be possible to give directions against the bye-laws and rules.

In the present matter, we at the most would direct the committee to decide the validation proceeding expeditiously. The petitioner shall appear before the scrutiny committee on 29.03.2022. The committee shall thereafter endeavour to decide the validation proceeding within a period of four (04) months from the date of appearance of the petitioner.

Writ petition is disposed of. No costs.
