It appears that the said application is filed before the respondent No. 2. In fact, it ought to have been filed before the respondent No. 3. 3.

The petitioner may file an application seeking rental compensation before respondent No. 3. If such an application is filed by the petitioner, then respondent No. 3 shall take decision upon it, on its own merits, in accordance with law after hearing all the parties concerned, preferably within a period of nine months.
