Learned counsel for the petitioner states that the validation proceedings in respect of tribe claim of the petitioner as belonging to Mannervarlu, Scheduled Tribe is pending with the committee since February, 2015. The same is not yet decided. Respondent No.3 is insisting the petitioner to submit validity certificate else, his admission would be canceled.

We have heard learned AGP for respondent Nos. 1, 2 and 4.

As per contention of the petitioner, even the vigilance has been conducted. To get the validation proceedings decided within a stipulated period is not in the hands of litigants.

Considering the above, we pass following order:

O R D E R

(a) The Committee shall decide the validation proceedings in respect of tribe claim of the petitioner expeditiously, preferably within six months.

(b) Till the validation proceedings are decided, respondent No.3 shall not take any adverse action against the petitioner nor shall refrain the petitioner from prosecuting further studies only on the ground that validation proceedings are pending.

Of course, respondent No.3 can take further course of action depending upon the judgment that may be delivered by the Committee in the validity proceeding.

Writ petition is accordingly disposed of. No costs.
