The applicants are original petitioners in these petitions and desire to add the Department of Rural Development represented by the State of Maharashtra. It is stated that this Department officials had already been added in the contempt of court proceedings which have been disposed of by this Court. The State of Maharashtra is already being represented in these petitions and as such, it could very well represent the Rural Development Department, for which further addition of parties is not required.

These Civil Applications are disposed of. The learned Special Counsel appearing on behalf of the State of Maharashtra can, therefore, address this Court in the Writ Petitions as the Department of Rural Development comes under the State.
