Notwithstanding the strenuous submissions of the learned Advocates and the learned AGP, I find that the ends of justice would be met by directing all the litigating parties to appear before the Honourable Minister on 7.4.2020 at 3.00 pm. They are at liberty to submit their written notes of submissions with the aid of legal assistance as well as the oral submissions.

The hearing in the matter would be concluded latest by the end of 9th April 2020 and the Honourable Minister would deliver his order in the matter on 30th April 2020 at 3.00 pm. The litigating parties are obliged to remain present to note the pronouncement of the order. Copies of the order shall be kept ready to be supplied to the parties, on payment of requisite fees.
