PER COURT :- Due to passage of time purpose of this petition is almost frustrated.

Petitioner challenged virus of certain rules of Maharashtra Zilla Parishads and Panchayat Samitis (Presiding Authorities) (Removal from office due to misconduct) Rules, 1994 an ultravirus to section 50 of the Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961. It appears that, petitioner was the President of Zilla Parishad and certain proceedings were initiated against him for his removal from office due to mis-conduct, etc. The proceedings were pending before the Commissioner. The petitioner wanted to engage Advocate to defend his case, but Commissioner refused to do so. At interim stage, court did not stop the proceeding. Therefore, reason to believe that proceedings continued and come to an end. Therefore, petition is now infructuous. We make it clear that, we are not deciding the question of virus referred to above in this petition.
