Heard learned Counsel for the applicant / claimant and the learned A.G.P. The respondent No. 3 Acquiring Body though served, but remained absent.

It appears that there is substantial delay of 2331 days, however, the same has been attributed to the poor fnancial condition of the applicant. There is no strong objection from the other side. Thus, for the reasons stated in the application and considering the statutory right of the applicant, the application is allowed and the delay of 2331 days stands condoned subject to condition that the applicant shall not claim any interest component for the said period of delay.
