In paragraph No. (a) and (b) at Page No.3 of the Petition paper book, the Petitioner has pleaded as under :- "a) a direction to respondent no.1 to decide the representations dated 06/02/2024 and 10/02/2024 filed by the petitioner highlighting glaring irregularities and illegalities in the proposal submitted by the Chief Officer, Ausa Municipal Council to the government before granting administrative sanction under Amrut 2.0 scheme; b) a direction to respondent no.2 to decide the representations dated 06/02/2024 and 10/02/2024 filed by the petitioner highlighting glaring irregularities and illegalities in the proposal submitted by the Chief Officer, Ausa Municipal Council to the government before granting technical sanction under Amrut 2.0 scheme;

The Petitioner claims to be a businessman and a resident of the Ausa Taluka, Dist. Latur. In paragraph No.11, he submits as under :- "11.

Upon further inquiry, one official from the Ausa Municipal Council on the condition of anonymity said that the proposal sent by the Ausa Municipal Council under Amrut 2.0 scheme is replete with defects and has been sent in a haphazard manner due to political pressure. Further, the said official has given the details of the defects which the aforesaid proposal suffers from."

In paragraph No.12, he submits as under :- "12.
The petitioner submits that he has submitted a representation dated 06/02/2024 and 10/02/2024 to the respondent no.2 and 4 apprising them thereby of the irregularities and deficiencies in the proposal submitted by the Ausa Municipal Council with respect to Water Supply Scheme under the Amrut 2.0 Project.
Copy of representations dated 06/02/2024 and 10/02/2024 is annexed and marked herewith as Exhibit - K."

It is, thus, obvious that the Petitioner has not even had a glimpse of the proposal for the Water Supply Pipeline and yet he submits that, he is exposing glaring illegalities and irregularities in the proposal submitted by the Ausa Municipal Council. The
(3) representations of the Petitioner are dated 06/02/2024 and 10/02/2024. Within five days, this Writ Petition is filed on 15/02/2024, seeking a Writ of Mandamus.
