The petitioner has grievance against respondent No. 3 with regard to the validity certificate.

The petitioner, admittedly, never filed complaint with the Scrutiny Committee. The validity certificate is issued in the year 2006 by the Committee at Amaravati.

It is for the Committee to issue validity certificate in accordance with law and procedure. It does not appear the petitioner at any point of time had filed compliant/application.

The learned counsel for petitioner submits that petitioner would approach the Committee.

The petitioner may take steps as may be permissible under law. 6.
