Shri Bora, learned counsel for the appellant informs that after the matter was listed on the final hearing board, the instructions were sought from the appellant by issuing letter on 23rd February 2018. The envelope containing the said letter received back with postal endorsement that "addressee left". Learned counsel submits that in absence of any instructions, he cannot argue the matter.
