It is submitted that the present respondent Nos. 3, 5 and 6 are disqualified by the Collector and the order is passed in favour of respondent No.2 by the Collector. As far as respondent No.2 is concerned, the petitioner will have to challenge the order of the Collector and for other persons also, the petitioner may take steps before the Collector, as is permissible. 2.

Petitioner may take effective steps. If such steps are taken, all contentions of the parties are kept open. 3.

With these observations writ petition disposed of. No costs.
