2] In case appeal is filed by the petitioner before respondent no.2 and same is pending with respondent no.2, then respondent no.2, if he is competent, shall decide the said appeal, on its own merits, in accordance with law expeditiously, after hearing all parties concerned, preferably within four months.

3] In case the petitioner is entitled for the subsistence allowance and salary prior to the suspension, then the same may be processed by the respondents.
