Disputed questions of facts have been raised in this petition and, therefore, it is not desirable to invoke writ jurisdiction and reach to a particular conclusion. In that view of the matter, we grant liberty to the petitioner to approach respondent no.2 and prefer an application / representation for redressal of his grievance and, in case such application / representation is filed by the petitioners within four weeks from today, the respondent no.2 to decide the same on its own merits after verifying the record in respect of appointment of respondent no.3, as expeditiously as possible, and preferably, within three months from filing such application / representation.

Petition stands disposed of in above terms.
