Mr. Thorat, the learned counsel for the petitioner submits that, the draw conducted for allotment of Retail Outlet Dealership is not proper. The petitioner had filed an objection and had requested for video shooting. The objection was not decided and directly draws were held. According to the learned counsel the chit should have been taken out by a child. The same was also not done. The officers of the respondent/corporation had only taken out the chit. The same is illegal. They were interested in selecting the respondent No. 5. The petitioner has raised objections in all these respects. The same are not decided. The draw process dated 29.12.2016 deserves to be quashed and

The selection is made by draw. The averments are not substantiated by the material on record. There is no provision for conducting video shooting, nor any rules are pointed out which states that the chit has to be taken out by a child. It is by luck the party is selected. The respondent No. 5 appears to be more lucky than the petitioner.

Considering the above, writ petition is disposed of. No costs.
