We have heard the learned Advocates for the petitioner and respondent No.2 and the learned Addl. G.P. for respondent No.1. 2.
Since we are granting prayer clause (B) to the extent of directing respondent No.1 to decide the pending request applications of the petitioner dated 21.12.2019 and 21.1.2020, we find it appropriate to record the submissions of the learned Advocate for the respondent - University that the petitioner's proposal for opening a new post graduate Master of Social Welfare college for the academic year 2020-2021, has been negated by the University and has not been forwarded with any positive remarks. According to the perspective plan of the University and the Rules applicable, the University found the proposal of the petitioner to be defective as it did not have an existing graduation course for Master of Social Welfare.

The learned Advocate for the petitioner submits on instructions that the pending applications may be decided by respondent No.1. 4.
Mr Barlinge, learned Advocate for respondent No.2 informs that the approved list of new P.G. Colleges for M.S.W. has already been declared and the academic year 2020-2021 would be commencing shortly. It has got delayed on account of Corona-19 Pandemic.

In view of the above, this petition is disposed off with a direction to respondent No.1 to consider the applications of the petitioner dated 20.12.2019 and 21.1.2020 in accordance with its policies, the perspective plan of the University and the Rules applicable.
