2] Perused the impugned order. The Sub Divisional Officer, Aurangabad refused to issue caste certificate to the petitioner's minor son on the ground that on the notified date, the applicant's parents were not permanent residents of Aurangabad District. They were admittedly residents of Buldana District. In view of this and in view of the Rules, the application for caste certificate ought to have been moved before the Sub Divisional Officer, Buldana.
