The petitioner is making grievance in respect of award of promotion to respondent No.4 and also question the inter-se seniority between the parties.

Firstly, it would be open for petitioner to tender a representation to the Education Officer making out a case as regards his placement in the seniority list. If the petitioner tenders such a representation within a period of four weeks from today, the Education Officer shall, after extending an opportunity of hearing to the parties, take decision in accordance with law as expeditiously as possible and preferably within eight weeks from date of filing of such representation. It would be open for the petitioner to raise challenge to the promotion of respondent No.4 to the post of Head Master as permissible in law. If at all, the petitioner has not received the copy of order of promotion awarded to respondent No.4, he may tender an application to the institution and the institution, on receipt of such application, shall supply the same to the petitioner forthwith.
