Though the non-applicants are served with the notice and Advocate Mr. A. B. Kale appeared on behalf of the non-applicants, but has not filed any reply till date. Therefore, considering the length of delay and the explanation, the delay of 1050 days caused in filing the Appeals, is hereby condoned. The Civil Applications are allowed. 4.
