None appears for the petitioner. Perused the petition. The petition is pending since the year 2003.

Though rule was granted, no interim relief was granted in favour of the petitioner. The petitioner asserted that this was a petition in Public Interest. The petitioner alleged that certain police officers made transfer orders of his staff members illegally with malafide intentions. As stated above, no interim order was passed and the transfer of orders passed then must have taken its effect at that time. Due to passage of time, the effectiveness of the impugned orders has come to an end and so we do not consider it necessary to examine the merits of the objections raised. For this reason, we hold that this petition is infructuous. Secondly, Public Interest Litigation is not permissible in respect of service matters. Thirdly, the petitioner does not appear to have any locus to challenge the transfer orders. He is a Social Worker, and not a police officer, who is adversely affected due to the impugned order. 3.
